 Local Transportation Planning 
WCCOG provides a variety of transportation planning services to assist communities with local transportation needs, including:

  • development of the transportation elements of local Comprehensive Plans;

  • development of local transportations plans such as Bicycle and Pedestrian Plans;

  • incorporation of access management tools into local ordinances; and

  • gaining access to funding sources from state and federal sources.

 

 Highway Simplification Study - Update 

The last Legislature convened a Policy Working Group (PWG) consisting of representatives for Maine DOT, municipalities and MMA to identify changes to the existing highway maintenance structure (URIP, et cetera) that could result in cost-saving.

One option being discussed is a so-called "Fix and Swap" option. Under this proposal Maine DOT would fix roads classified as major collectors and minor collectors to a 10-year standard. After which, Maine DOT assume full maintenance responsibility (summer and winter maintenance) for major collectors and towns would assume full maintenance responsibility (summer and winter maintenance) for minor collectors.

 2010 MaineDOT Municipal Solicitation for Transportation Project Requests 

Every two years MaineDOT asks towns to identify transportation projects that are local priorities. Municipal project requests are one source of information that MaineDOT uses to prioritize state investments in highways and other transportation infrastructure. Projects will ultimately be selected based on factors such as capital funding, safety, system preservation needs, statewide or regional benefit and the potential for transportation investment to stimulate or complement economic growth. In 2010, WCCOG receive municipal project solicitations from 18 communities and the Washington County Commissioners (see 2010 Municipal Solicitation Requests, Excel, 331 KB).

 Transportation Grant Programs 
A variety of state and federal agencies offer grant programs that assist community with transportation need. These include one time grant opportunity and on-going programs with annual applications. WCCOG can help Washington County communities review current eligibility requirements and prepare application for local transportation enhancement.

 

Some of the transportation grant programs that are available to Washington County communities include:

  • Quality Communities Program

  • Small Harbor Improvement Program

  • Community Development Block Grant, Public Facilities
